Are Deputies in it for themselves and their Committees or do they really work for thePeple who elected them?

You hear Stories all of the time about information being passed to Deputies that simply gets buried. Is this true? Does this allow States staff to act with impunity? If so what are the genuine options open to the general voter on the street to challenge such a system?
